The ability to suggest changes to a page

Consider you think something in the page you don't have permission to edit it should be edited. With such a feature you can open the editor, make changes and then submit a suggestion with those changes.
Optionally users without an account should be able to suggest changes too. But this should be off by default.

Google documentation also has a feature where if you hover over any line, there's a comment icon on the right side where you can suggest edits or make comments directly on that page.
So I see 2 things here. Suggesting edits and commenting on specific sections. For example, medium.com you can highlight text to bookmark for later but what if highlighting text also allows you to make an edit request?
With this solution, imagine how much better our documentation would be if we made it easy for others to contribute, whether they're internal team members or not?
Then of course, only certain moderators can approve or reject the changes, or even ban spammers from making suggestions (and removing all active suggestions). Hope that makes sense.
